Beste leden van het CAN
Vanuit het ministerie van VWS, de Inspectie Gezondheidszorg en Jeugd (IGJ) en het Trimbos instituut komen berichten over het in Nederland rouleren van partijen hasj en wiet bewerkt met een synthetische cannabinoïde, namelijk de stof MDMB-4en-PINACA. Ook buiten Nederland worden deze producten aangetroffen. Het ministerie wijst op de ernstige gezondheidsrisico’s van deze stof. Ondanks de nog beperkte omloop van dit spul in Nederland worden consumenten via uiteenlopende kanalen, zoals coffeeshops, voor dit gevaar gewaarschuwd.
Bij nader onderzoek blijkt dat het industriële hennep betreft (lees: CBD toppen) die met bovengenoemde stof wordt bewerkt. Het bestuur van het CAN acht het daarom tot haar taak om een bijdrage te leveren dit probleem op te lossen in zowel Nederland als de rest van de wereld.
Bij deze dan ook de oproep om alert te zijn als binnen jullie netwerk aan relaties en/of klanten zich praktijken voordoen die wijzen op het bewerken van henneptoppen. Bij elke indicatie die in die richting wijst verzoeken wij jullie om hier ons over te rapporteren.
Dit geldt met name voor de leden die industriële hennep telen en of geschikt maken voor verdere verwerking. Zodra zich enige verdachte transactie voordoet, zoals bij onverklaarbare opvallende grote bestellingen van tot dan toe onbekende klanten, laat ons dat weten voor nader overleg over de eventuele te nemen vervolgstappen.
Het spreekt voor zich dat het CAN bestuur bij dit alles een uiterst afgewogen afhandeling van zaken in acht neemt met uiteraard een volledige anonimiteit van de melding.

Dear members of the CAN
The Ministry of Health, Welfare and Sport, the Healthcare and Youth Inspectorate (IGJ) and the Trimbos Institute have reported that batches of hashish and cannabis containing a synthetic cannabinoid, MDMB-4 and PINACA, are being circulated in the Netherlands. These products are also found outside the Netherlands. The Ministry points out the serious health risks of this substance. Despite the still limited circulation of this stuff in the Netherlands, consumers are warned of this danger through various channels, such as coffeeshops.
Further investigation shows that it concerns industrial hemp (read: CBD tops) that has been processed with the aforementioned substance. The CAN board therefore considers it its duty to contribute to solving this problem, both in the Netherlands and the rest of the world.
We would therefore like to urge you to be alert to any practices within your network of relations and/or customers that suggest the processing of hemp buds. At every indication that points in that direction, we ask you to report this to us.
This applies in particular to those members who cultivate industrial hemp and/or prepare it for further processing. As soon as any suspicious transaction occurs, such as unexplained large orders from customers unknown to us, please let us know so we can discuss the possible next steps.
It goes without saying that the CAN board will handle all of this with the utmost consideration and, of course, complete anonymity of the report.
